The Silk Road International Film Festival (SRIFF) was founded by the State Administration of Press, Publication, Radio, Film and Television in 2014 to comprehensively implement China’s national strategy of The Belt and Road Initiative. It aims to promote cultural exchanges and cooperation among countries along The Belt and Road routes and to further develop the Chinese audiovisual industry.

SRIFF is held annually (alternating every year between the cities of Xi’an and Fuzhou) and is co-sponsored by the Shaanxi Provincial People’s Government and Fujian Provincial People’s Government. It is the third comprehensive international film festival established in China after the Shanghai IFF and the Beijing IFF.

SRIFF is divided into the following sections and a mutable number of special presentations: Competition, Film Panorama, Film Forum, Film Market, Interactive Activities.

The previous editions of the festival have been hugely successful and have led to SRIFF becoming a point of reference in the Asian film festivals circuit. A total of 987 films from more than 60 countries were screened in cinemas, with a total of 4100 screenings reaching more than 830000 audience. Nearly 6000 filmmakers from more than 55 countries have taken part to the festival, including Sophie Marceau, Jacques Behan, Luc Besson, Renny Harlin, Jackie Chan, Chen Kaige and Jiang Wen. More than 3,400 reporters from nearly 600 media outlets from China and abroad took part in the publicity and reporting of the festival, including China Central Television, People's Daily, Guangming Daily, Associated Press, Agence France-Presse, Reuters, BBC, and other well-known international media outlets.

Terms and rules

ARTICLE 1 | OVERVIEW
1.1 In order to implement the strategic concepts of “Silk Road Economic Belt” and “21st-Century Maritime Silk Road”, National Film Administration of Publicity Department of the Communist Party of China, People’s Government of Shaanxi province and People’s Government of Fujian province jointly founded the "Silk Road International Film Festival".

The aim of the festival is to build an international platform to promote cultural communication and cooperation among countries along the Belt and Road routes. As a key part of "Silk Road Film and Television Project", the festival is held annually alternating every year between the provinces of Shaanxi and Fujian.

1.2 The 7th Silk Road International Film Festival will be held in Xi'an, Shaanxi, China from 12th to 17th October 2020.

ARTICLE 2 | COMPETITON SECTION
The Competition Section may include feature length fiction films, documentary films and animation films.

ARTICLE 3 | JURY AND AWARDS
3.1 An International Jury, composed of 7 personalities from the world of cinema and culture from various countries, excluding any person involved in any capacity in the production of the invited films or who may have an interest in their distribution, will award the following prizes (no joint awards permitted):
• Best Feature Length Fiction Film
• Best Documentary Film
• Best Animation Film
• Best Actor
• Best Actress

3.2 The winners will be officially announced at the Closing & Awards Ceremony on 17th October 2020.

ARTICLE 4 | SUBMISSION ELIGIBILITY
4.1 Only films that meet the following criteria are eligible for selection:
• Feature length fiction films and animations films must be more than 70 minutes long;
• Documentary films must be more than 60 minutes long;
• Films that were completed after 1st January 2019;
• World and International Premieres are given priority;
• Films in any language other than Chinese must be provided with English or Chinese subtitles;
• Chinese-language films should obtain the approval by China Film Administration;
• Should the film be selected, it must be available in either Digital Cinema Package – DCP or 35mm (upon agreement with the Festival Committee).

4.2 The Festival has the right to reject any film that does not meet all or part of the above requirements, as well as any film that does not meet China’s laws or related cultural policies.

ARTICLE 5 | SUBMISSION OF FILMS
5.1 In order to be eligible for the selection, the submitters must, no later than 20th August 2020, 24:00 (UTC+8):
• Fill out the entry form;
• Submit preview screener through a link (formats allowed: MOV or MP4; at least 1920*1080; the file size must not exceed 5GB); or send a copy of the film to the Festival at the address below:

• If you submit an online screener, it must be valid (with the same password) until 30th August, 2020.
• If you send a DVD, the cost of sending the package will be paid by the submitter. The Festival reserves the right to refuse any shipments entailing additional costs. DVDs sent for pre-selection will not be returned. The Festival accepts no responsibility for damage suffered during delivery of the DVD to the Festival. Please send the package with the following customs declaration: “No commercial value, for cultural purposes only.”
• Send a preview screener subtitled in English (including films for which the original language version is in English);
• Send a preview screener in the original version;
• If you want to add a watermark, must be “7th Silk Road International Film Festival” or “7th XASRIFF”.

5.2 No Submission Fee is required.

5.3 The Festival will consider for inclusion all eligible films that have been submitted by the above deadline and in accordance with these terms and conditions. The Festival reserves the right to consider for inclusion films received at any time and through any means, channel or process, including means, channels or processes other than those outlined in these terms and conditions.

ARTICLE 6 | INVITED FILMS
6.1 Invited films will receive an Entry form to be duly completed and returned no later than 15th September 2020. Receipt of the form by the Festival implies the legal acceptance of the invitation by all concerned and will be considered definitive and irrevocable.

6.2 The invitation of a film to participate must remain absolutely confidential until the programme is announced by the Festival. Failure to comply will result in its exclusion from the selection. The general scheduling and screening times are the sole responsibility of the Management of the Festival.

6.3 The submitters of invited films must send the following on or before 25th September 2020:
• Online screener of the original version with English subtitles as a reserve copy for jury members (it must be valid, with the same password until 17th October, 2020);
• The DCP copy of the original version with English subtitles; The Festival prefers unencrypted content. If your DCP is encrypted, please inform the Festival Committee;
• The list of subtitles;
• Promotional materials including stills, posters, trailers, film clips, etc.

6.4 Selected films shall authorize the Festival to use the entry form information and promotional materials for the Festival’s promotion purpose, including, but not limited to brochure, website, closing ceremony and press.

6.5 For the selected films, the Festival will arrange public screenings with ticket admission. The director(s) and main casts of the selected films will be invited to attend the Festival and related activities.

ARTICLE 7 | SHIPPING
7.1 All shipping costs for the selected films DCPs from the place of origin to the venues of the 7th Silk Road International Film Festival (including custom charges), and return will be at the expense of the Festival.

7.2 In case of damage to or loss of the DCPs during the period from the receipt to the delivery of DCPs, the Festival is responsible for the costs of making a new DCP according to the current laboratory rates for ordering a standard DCP.

7.3 Except for the DCPs, other advertising and promotional materials sent to the Festival will not be returned.

ARTICLE 8 | GENERAL RULES
Participation in the Festival automatically entails observance of the present Regulations.

Producers, distributors or other parties who submit films to the Festival must guarantee they are legally authorized to do so.

The Organizing Committee of the 7th Silk Road International Film Festival reserves the right to adjudicate any cases not covered by the Regulations herein, and can make exceptions to the Regulations in justified, well-motivated cases. Should any dispute arise regarding the interpretation of any article contained in these Regulations, the original Chinese version is to be considered binding.
