REGULATIONS FOR THE 62nd
INTERNATIONAL FESTIVAL OF DOCUMENTARY
AND SHORT FILM OF BILBAO
OFFICIAL SECTION-SHORT FILM INTERNATIONAL COMPETITION
Bilbao City Hall, in cooperation with the Bizkaia Provincial Council, the Basque Government Department of Culture and the Ministry of Education, Culture and Sports (ICAA), gets ready to celebrate the 62nd INTERNATIONAL FESTIVAL OF DOCUMENTARY AND SHORT FILM OF BILBAO (ZINEBI).
1. The 62nd INTERNATIONAL FESTIVAL OF DOCUMENTARY AND SHORT FILM OF BILBAO will be held in Bilbao from the 13th to the 20th of November, 2020.
2. The International Festival of Documentary and Short Film of Bilbao is recognized as an international cinema event of a competitive nature by the International Federation of Film Producers Associations (FIAPF). The articles of these Regulations are in accordance with the provisions of the International Regulations about festivals of the FIAPF for 2020.
CONDITIONS
3. Only the following may take part in this official section:
a) Short Films completed after January 1st 2019.
b) The categories eligible for competition are fiction, documentary and animation.
4. The short films produced in the Basque Country (fiction, documentary and animation) which want to take part in the Official Section-International Competition from ZINEBI 62nd, shall be premiere in Spain. The Basque short films premiered in Spain before ZINEBI 62nd, may only take part in the section called Bertoko Begiradak-Film Laburrak.
5. Short films from the Official Section-International Competition may last no longer than 30 minutes.
6. No more than 6 hours per day will be given over to showing the sessions of Official Section-International Competition.
7. The Selection process carried out by the Festival will benefit those works of interest which are going to be World, International or European premiere at ZINEBI.
8. All the submitted short films will be watched before by the Selection Committee in order to be admitted by the Festival. The Selection Committee will be appointed by the Festival Management, and will be charged for advice in the selection of the short films in competition. The direction of the Festival will be responsible for the final decision on the election of the short films.
ENTRIES
9. Short films must be entered by their producers or their legal representatives.
10. Submissions should include the official entry form from the Festival and the information the production company may consider necessary. The documentation should be in Basque, Spanish or English.
11. For selection purposes just films uploaded on Festhome platform shall be eligible (www.festhome.com).
12. Deadline for entries will expire on 15th July 2020.
SCREENING FORMAT
13. Copies of chosen short films for public showing should be on non-encrypted DCP. Other digital formats should be considered upon request.
14. For their public showing, the short films shall be compulsory subtitled in English.
15. This material of shipped copies will be checked and compiled on hard drives for screening purposes in the venues from the Festival.
16. The hard drives shall be stored in the Festival´s archives and they shall not be used for any other screening unless the proper authorization from the exhibition rights owners from films has been issued. The storage and safekeeping will be used in accordance with the contracts for film library voluntary deposits established by the International Federation of Film Producers Associations (FIAPF).
17. Film screening copies should be sent to the Festival’s postal address: Edificio Ensanche, Zabalgune Plaza 11-1º, 48009 Bilbo-Bizkaia (SPAIN).
18. The Festival´s insurance company guarantees prints from their delivery and correct preservation at the Festival offices to the very moment of their return.
19. Once the Festival is over, the screening copies will be returned to the address provided in the entry form. Inbound expenses for prints shall be payable by participants, whilst the outbound expenses will be covered by the Festival.
INTERNATIONAL JURY AND PRIZES
20. Prizes are awarded by an International Jury appointed by the Festival Management. The Jury will number at least five and always an odd number, with Spanish members accounting for no more than 40% of the total. The Secretary will be appointed by the Festival Management and will take part in deliberations, though with no vote.
21. The International Jury will lay down its own internal rules in accordance with the Festival Management. Its decision will be final and in the list of awards, the prizes listed below may not be left void:

MIKELDI FOR BEST FICTION SHORT FILM - € 5,000
MIKELDI FOR BEST DOCUMENTARY SHORT FILM - € 5,000
MIKELDI FOR BEST ANIMATION SHORT FILM - € 5,000
OTHER AWARDS
EITB AUDIENCE AWARD – € 3,000
SGAE FOUNDATION- BASQUE COUNCIL BEST SCREENPLAY - € 3,000
FAS CINECLUB AWARD - € 2,000
22. Prizes money amount will be shared equally between the producer and the director from the film.
23. Awarded films within the different sections from ZINEBI, should clarify in a compulsory and unavoidable way, the received acknowledgement in the International Festival of Documentary and Short Film of Bilbao ZINEBI in every single poster, communication, publicity and credits from all the copies once the Festival is over, including communication in social networks and other multimedia formats.
24. Prizes from ZINEBI 62nd shall be paid in 2020 with the tax reduction applicable on every single situation. For this purpose and in order to avoid the double imposition, the payment shall be done after the winners had provided, by the 15th December 2020 at the latest, a tax certificate of residence issued by the proper authorities of their residence country.
25. These regulations are published in English, Basque and Spanish. In the event of a discrepancy, the Spanish-language version prevails.
26. The submission of any short film in ZINEBI 62nd implies acceptance of the terms of these regulations, which will be construed and applied by the Festival Management, in compliance with the International Regulations of the FIAPF for festivals.
ZIFF-ZINEBI FIRST FILM INTERNATIONAL COMPETITION
Bilbao City Hall, in cooperation with the Bizkaia Provincial Council, the Basque Government Department of Culture and the Ministry of Education, Culture and Sports (ICAA), gets ready to celebrate the 62nd INTERNATIONAL FESTIVAL OF DOCUMENTARY AND SHORT FILM OF BILBAO (ZINEBI).
1. The 62nd INTERNATIONAL FESTIVAL OF DOCUMENTARY AND SHORT FILM OF BILBAO will be held in Bilbao from the 13th to the 20th of November, 2020.

5. All the submitted films shall be watched before by the Selection Committee in order to be admitted by the Festival. The Selection Committee will be appointed by the Festival Management, and will be charged for advice in the selection of the films part of the Competitive Official Section.
