XII FESTIVAL DEL CINEMA DEI DIRITTI UMANI DI NAPOLI
BANDO DI CONCORSO 2020
Art. 1 – Premessa
La Dodicesima Edizione del Festival del Cinema dei Diritti Umani di Napoli intitolata “DIRITTI IN GINOCCHIO – Pandemia, Sovranismi e Nuove Discriminazioni” si svolgerà nel mese di Novembre 2020 nell’area urbana della Città di Napoli. Questa edizione sarà condizionata dalle misure di sicurezza e dalle limitazioni imposte dalla pandemia dovuta al diffondersi del virus Covid 19 e pertanto l’organizzazione del Festival si scusa sin da ora con gli autori e gli ospiti della manifestazione per i disagi che potranno derivare alla proiezione dei film e alla organizzazione delle giornate in conseguenza di questa situazione eccezionale.
Il Festival, come sempre, è organizzato dal suo Direttivo composto da esperti e membri di associazioni che sostengono la manifestazione sin dalla sua fondazione, nel 2008, prima fra tutti l’Associazione culturale “Cinema e Diritti”, che ha fondato il Festival e ne cura il coordinamento e la promozione.
Art. 2 – Obiettivi e sezioni del concorso
Il presente bando di concorso è rivolto agli autori di opere audiovisive che vorranno concorrere all’assegnazione dei premi e delle menzioni per le categorie facenti parte del Concorso.
Una commissione espressa dal Direttivo del Festival opererà la prima selezione, scegliendo i lavori che saranno proiettati e sottoposti alle Giurie che stabiliranno i vincitori per ogni categoria e le menzioni da assegnare.
Le opere ammesse, di tipo documentario, fiction e animazione, descriveranno aspetti della realtà attuale, con uno sguardo rivolto alle questioni sociali/culturali/economiche/ambientali che la globalizzazione e la crisi dei modelli di sviluppo tradizionali hanno posto in maniera ineludibile all’attenzione della comunità mondiale ed anche a tutte le possibili soluzioni, buone pratiche e forme di resistenza al degrado civile che comunità, associazioni e cittadini sperimentano quotidianamente.
Particolarmente gradite saranno le opere che racconteranno casi reali di denuncia o resistenze umane, singole o collettive, che si oppongono a minacce, abusi, violenze, dittature e aggressioni contro persone appartenenti a minoranze etniche o culturali o a gruppi sociali deboli.
Inoltre quest’anno ospiteremo una sezione dedicata alla “narrazione delle migrazioni”, con uno specifico focus sulle seconde generazioni. La rappresentazione mediatica dell’immigrazione è spesso collegata a fenomeni criminosi, facendo percepire la presenza di persone con altre origini come una minaccia, se non fisica quantomeno "culturale". Le conseguenze di tutto ciò sul piano del riconoscimento e del godimento dei diritti sono state spesso rilevanti e negative, basti pensare alla questione del diritto alla cittadinanza (ius soli o ius culturae). Questo, crediamo, merita un’attenzione specifica a cui il nostro concorso intende dare uno spazio esclusivo che potrà godere della cura di uno specifico progetto europeo, denominato CIAK MIGRACTION, che agirà in sinergia con il Festival del Cinema dei Diritti Umani di Napoli per selezionare opere e assegnare un premio, grazie alla collaborazione con la Cooperativa sociale Dedalus di Napoli.
Il XII Festival del Cinema dei Diritti Umani di Napoli si articola in quattro sezioni di concorso:
A) HUMAN RIGHTS DOC aperta a opere della durata superiore a 52 minuti
B) HUMAN RIGHTS SHORT aperta a cortometraggi di durata inferiore o uguale a 52 minuti
C) HUMAN RIGHTS YOUTH, aperta a opere realizzate da autori minori di 25 anni o indirizzate a un pubblico di bambini e/o giovani fino a 25 anni, della durata non superiore a 25 minuti.
D) CIAK MIGRACTION, aperta a opere realizzate da giovani autori migranti e a opere che contribuiscano a una narrazione positiva e reale delle migrazioni, delle seconde generazioni e delle condizioni di inclusione nel tessuto sociale dei Paesi europei
Art. 3 – Iscrizione al concorso
L’iscrizione al bando comporta esplicita accettazione del presente regolamento e avviene ESCLUSIVAMENTE attraverso la piattaforma FILMFREEWAY.COM. Non saranno accettate iscrizioni via mail o altro mezzo di spedizione. L'iscrizione di ciascun film prevede il versamento di una quota simbolica di 10 (DIECI) dollari USD. Al momento dell'iscrizione del film andranno caricati sulla piattaforma FilmFreeway:
a) film integrale con sottotitoli in italiano o in inglese;
b) dichiarazione/liberatoria scaricata dal sito www.cinenapolidiritti.it e debitamente firmata;
c) trailer dell’opera (della durata massima di 1 min.);
d) scheda tecnica completa, sinossi, con note di regia e un’opportuna documentazione informativa;
e) il curriculum e la filmografia dell'autore/autrice;
f) una foto dell'autore/autrice e due foto dell'opera, in formato jpg o png ad alta risoluzione;
g) regolamento del bando di concorso firmato dall’autore per accettazione da inviare alla mail competition@cinenapolidiritti.it con espicito riferimento al numero progressivo di iscrizione fornito al momento dell’inserimento dell’opera sulla piattaforma FilmFreeway;
h) i riferimenti sicuri per contatti postali, e-mail e telefonici dell’autore/autrice e/o del responsabile della candidatura.
Gli Autori e/o Produttori, in una dichiarazione/liberatoria nei confronti del Festival, disponibile sul sito www.cinenapolidiritti.it, da firmare e inviare in formato pdf o jpeg, si assumono la piena responsabilità in ordine ai contenuti delle proprie opere e dichiarano di avere espletato tutte le formalità relative ai diritti di proprietà dell’opera e di avere adempiuto ogni obbligo nei confronti di terzi derivante da diritti d’autore. La dichiarazione/liberatoria andrà inviata alla mail competition@cinenapolidiritti.it con espicito riferimento al numero progressivo di iscrizione fornito al momento dell’inserimento dell’opera sulla piattaforma FilmFreeway.
Tutta la documentazione dovrà essere prodotta in italiano o in inglese.

Art. 4 – Termini, condizioni del concorso e fase di selezione
Alle tre sezioni del concorso HUMA RIGHTS DOC, HUMAN RIGHTS SHORT e CIAK MIGRATION saranno ammesse le opere di autori/autrici regolarmente consegnate ENTRO E NON OLTRE IL 31 AGOSTO 2020, prodotte a partire dal 1 novembre 2018, che trattano aspetti relativi agli argomenti indicati nel quadro dell’art. 2 “Obiettivi e sezioni del concorso”. Il termine per l'iscrizione delle opere alla SEZIONE YOUTH è fissato al 20 SETTEMBRE.
I documentari e i cortometraggi saranno visionati e selezionati da una commissione composta da esperti indicati dal Direttivo che cura la realizzazione del Festival. Le opere selezionate per il XII Festival del Cinema dei Diritti Umani di Napoli saranno programmate e proiettate in modalità online, con opportuna pubblicità e promozione, previa comunicazione agli autori.
Ogni autore/autrice può inviare più lavori ma potrà poi partecipare al concorso con una sola opera selezionata per ogni sezione di concorso, a discrezione della Commissione che cura la selezione.
Non possono partecipare opere prodotte o patrocinate da imprese commerciali che risultino essere, per contenuto, veicolo di pubblicità.
I risultati della selezione saranno comunicati via e-mail ai candidati e pubblicati sul sito http://cinenapolidiritti.it/web entro il 12 ottobre 2020. Qualora nessuna opera abbia superato i minimi requisiti per l’ammissione, l’organizzazione si riserva di cancellare dal programma del Festival la/le sezione/i riguardanti il concorso.
Gli autori delle opere selezionate saranno contattati in tempo utile per inviare il film nel supporto necessario alla proiezione.
Gli autori delle opere selezionate dovranno fornire (se non già presenti) i sottotitoli in italiano dei film entro il 3 novembre 2020 pena l’esclusione dal concorso.
Il Direttivo del Festival del Cinema dei Diritti Umani di Napoli si impegna, previo ottenimento di una liberatoria a titolo gratuito da parte degli autori, a diffondere le opere selezionate nei circuiti cinematografici specializzati nella promozione dei Diritti Umani.
Art. 5 – Esiti del concorso e premi
Le opere ammesse alla selezione ufficiale della XII edizione del Festival del Cinema dei Diritti Umani di Napoli saranno definitivamente valutate da una Giuria di Esperti composta da un massimo di 5 membri scelti fra registi, giornalisti, esperti di cinema e personalità del mondo della cultura e dei Diritti Umani. La scelta dei membri della Giuria sarà resa pubblica attraverso diversi canali di comunicazione (stampa, media internet, radio…).
La Giuria assegnerà per le sezioni competitive HUMAN RIGHTS DOC, HUMAN RIGHTS SHORT e HUMAN RIGHTS YOUTH un Premio alle opere che saranno ritenute vincitrici.
Per la sezione CIAK MIGRACTION, una Giuria composta da incaricati della Cooperativa Sociale Dedalus e componenti del Direttivo del Festival del Cinema dei Diritti Umani di Napoli assegnerà un premio speciale al film che sarà ritenuto più meritevole per avere interpretato il senso più autentico della narrazione delle migrazioni e del valore della componente migratoria giovanile nella società europea.
Il Comitato Interno di selezione provvederà all’assegnazione di una Menzione Speciale intitolata alla memoria di Vittorio Arrigoni e Juliano Mer Khamis all’opera che, con coraggio, passione e indipendenza, porterà alla luce situazioni e storie marginali capaci di delineare inconsueti spazi di lotta per un moderno attivismo civile, anche attraverso l'utilizzo di modalità comunicative e forme di linguaggio sperimentali.
Sarà formata, in collaborazione con i principali media e con i partner del Festival (università, scuole, associazioni, organizzazioni etc.), una Giuria con il compito di assegnare una Menzione Speciale (“Platea Diffusa”) a un’opera fra quelle in concorso nelle sezioni Human Rights Doc e Human Rights Short.
Sarà costituita una Giuria Giovani con il compito di assegnare una Menzione Speciale a uno dei film in concorso nella sezione Human Rights Youth.
Infine, un comitato interno di selezione assegnerà una Menzione Speciale (“Diritti in Ginocchio”) all’opera che racconti con maggiore efficacia gli effetti di limitazione e compressione dei Diritti fondamentali registrate nel periodo di crisi pandemica legata alla diffusione del virus Covid 19.
I film vincitori delle sezioni “Human Rights Doc", “Human Rights Short” e “CIAK MIGRACTION” saranno premiati con la partecipazione anche fuori concorso a uno dei Festival collegati al Festival del Cinema dei Diritti Umani di Napoli e con un premio in denaro di 500 euro, allo scopo di contribuire alla diffusione delle opere in alcuni dei contesti maggiormente qualificati del Cinema dei Diritti Umani.
Ai film vincitori e ai film che riceveranno la Menzione Speciale Arrigoni-Mer Khamis, la Menzione della Giuria Popolare e la Menzione speciale della Giuria Giovani sarà offerta la promozione nell’ambito della Human Rights Film Network e nella rete dei Festival del Caffè Sospeso, previa presentazione da parte degli autori di idonee copie provviste di sottotitoli in inglese o in italiano, nonché nei circuiti cinematografici e di attivismo del Festival del Cinema dei Diritti Umani di Napoli.
Art. 6 – Proiezioni fuori concorso
La commissione di esperti potrà individuare opere da proiettare fuori concorso in contesti particolari come Carceri, Istituti scolastici, Università e altri centri di aggregazione culturale durante la XII edizione del Festival del Cinema dei Diritti Umani di Napoli, nell’ambito di eventi speciali volti a formare il pubblico e a promuovere e diffondere la cultura cinematografica e audiovisiva sui diritti umani.
Art. 7 – Clausole
Gli autori e i produttori autorizzano implicitamente, all’atto dell’iscrizione, l’uso e la diffusione di 90 secondi della propria opera per la promozione del Festival. L’ammissione al Festival implica la cessione, senza controparte, dei diritti di riproduzione di fotografia o di estratti del film per una durata massima di 3 minuti, destinati alla promozione del Festival presso stampa, televisione, Web.
Con l'iscrizione al Festival del Cinema dei Diritti Umani di Napoli ogni singolo autore, produttore o distributore, risponderà del contenuto delle opere inviate, dichiarando di aver assolto tutti i diritti d'autore verso terzi e concederà esplicita autorizzazione all’uso di esse.
Il sottoscrittore si fa carico della veridicità dei dati contenuti che, in caso di selezione, verranno utilizzati nei materiali di promozione e comunicazione del Festival (catalogo, sito internet, comunicazioni alla stampa, etc.)

In caso di controversie è competente il Tribunale di Napoli.
I dati personali saranno trattati secondo quanto previsto dalla legge 31/12/1996 n° 675 e successive modificazioni ed integrazioni.

XII HUMAN RIGHTS FILM FESTIVAL OF NAPLES
CALL FOR COMPETITION 2020
Art. 1 - Introduction
The Twelfth Edition of the Naples Human Rights Film Festival entitled "Human Rights on its Knees - Pandemic, Sovranism and New Discriminations" will take place in November 2020 in the urban area of the City of Naples. This edition will be conditioned by the security measures and by the limitations imposed by the pandemic due to the spread of the Covid 19 virus and therefore the organization of the Festival apologizes from the start to the authors and guests of the event for the inconveniences that may result from the screening of films and the organization of the days as a consequence of this exceptional situation.
The Festival is organized by its Executive Board composed of experts and members of associations which have supported the event since its foundation in 2008, in first place the Cultural Association "Cinema e Diritti", which founded and coordinates the Festival and its promotion.
Art. 2 - Objectives and sections of the competition
This call for competition is aimed at authors of audiovisual works who wish to compete for the prizes and outlines the categories that are part of the Competition.
A commission appointed by the Festival Board will make the official selection, choosing the works that will be screened and submitted to the Juries who will establish the winners for each category and the special mentions to be assigned.
The admitted works, documentary , fiction and animation, will describe aspects of the current reality, with a particular look at the social / cultural / economic / environmental issues that globalization and the crisis of traditional development models affecting the world community and also all the possible solutions, good practices and forms of resistance to civil degradation that communities, associations and citizens experience daily.
Particularly welcome are works which recount real cases of denunciation or human resistance, single or collective, that oppose threats, abuses, violence, dictatorships and aggressions against people belonging to ethnic or cultural minorities or weak social groups.
In addition, we will host a section dedicated to the "narrative of migration", with a specific focus on the second generations. The media representation of immigration is often linked to criminal phenomena, making the presence of people with other origins perceived as a threat, if not physical, at least "cultural". The consequences of this in terms of the recognition and enjoyment of rights have often been significant and negative, i.e. the question of the right to citizenship (ius soli or ius culturae). These issues deserve specific attention and our competition intends to give an exclusive space in the framework of a specific European project called CIAK MigrACTION. The Naples Human Rights Film Festival, in synergy with “Dedalus” Social Cooperative of Naples will select works and award a “CIAK MigrACTION” prize.
The XII Human Rights Cinema Festival of Naples is divided into four competition sections:
A) HUMAN RIGHTS DOC, open to works lasting more than 52 minutes
B) HUMAN RIGHTS SHORT, open to short films of less than or equal to 52 minutes
C) HUMAN RIGHTS YOUTH, open to works created by authors under 25 years of age or addressed to an audience of children and/or young people up to 25 years of age, lasting no more than 25 minutes.
D) CIAK MigrACTION, open to works created by young migrant authors and to works that contribute to a positive and real narrative of migrations, second generations and conditions of inclusion in the social context of European countries.
Art. 3 - Registration for the competition
Registration for the call involves explicit acceptance of these regulations and takes place EXCLUSIVELY through the FILMFREEWAY.COM platform. Registrations by mail or other means of delivery will not be accepted. The registration of each film requires the payment of a symbolic fee of USD 10 (TEN). When registering the film, the following files must be uploaded to the FilmFreeway platform:
a) full movie with subtitles in Italian or English;
b) declaration/release form downloaded from the website www.cinenapolidiritti.it and duly signed;
c) trailer of the work (lasting a maximum of 1 min.);
d) complete technical data sheet, synopsis, with directors’ notes and appropriate information documentation;
e) curriculum vitae and filmography of the author;
f) a photo of the author and two photos of the work, in jpg or png format at high resolution;
g) regulation of the competition announcement signed by the author and/or the person responsible for the application must be sent to the email competition@cinenapolidiritti.it with
explicit reference to the progressive registration number provided at the time of entry of the work on the FilmFreeway platform;
h) secure references for postal, e-mail and telephone contacts of the author and/or the person responsible for the application.
Authors and/or Producers, in a declaration / release from the Festival, available on the website www.cinenapolidiritti.it, to be signed and sent in pdf or jpeg format, assume full responsibility for the content of their works and declare to have completed all formalities relating to the property rights of the work and to have fulfilled any obligation towards third parties deriving from copyright. The declaration/release must be sent to the email competition@cinenapolidiritti.it with explicit reference to the progressive registration number provided at the time of the entry of the work on the FilmFreeway platform.
All documentation must be produced in Italian or English.

Art. 4 - Terms, conditions of the competition and selection phase
The works duly delivered WITHIN AND NOT LATER THAN 31 AUGUST 2020, produced from 1 November 2018, which deal with aspects related to the topics indicated in the framework of art. 2 "Objectives and sections of the competition", will be admitted to the selection for the three sections of the competition HUMAN RIGHTS DOC, HUMAN RIGHTS SHORT and CIAK MIGRATION. The deadline for the admission of the films in the section HUMAN RIGHTS YOUTH is SEPTEMBER 20th.
The documentaries and short films will be viewed and selected by a commission composed of experts indicated by the Board that is responsible for the realization of the Festival. The selected works of the XII Human Rights Film Festival of Naples will be programmed and projected online, with appropriate advertising and promotion, subject to communication to the authors.
Each author can submit more works but can then participate in the competition with only one work selected for each section of the competition, at the discretion of the Selection Commission.
Works produced or sponsored by commercial companies that are, by content, an advertising vehicle cannot participate.
The results of the selection will be communicated by e-mail to the candidates and published on the website http://cinenapolidiritti.it/web by 12 October 2020. If no work has exceeded the minimum requirements for admission, the organization reserves the right to cancel the competition section(s) from the Festival program.
The authors of the selected works will be contacted in time to send the film in the necessary format for the screening.
The authors of the selected works must provide (if not already present) the Italian subtitles of the films by November 3, 2020, under penalty of exclusion from the competition.
The Executive Board of the Human Rights Film Festival of Naples undertakes, upon obtaining a release free of charge from the authors, to disseminate the selected works in the specialized cinema circuits for the promotion of Human Rights.
Art. 5 - Competition results and prizes
The works admitted to the official selection of the XII edition of the Naples Human Rights Film Festival will be definitively evaluated by a Jury of Experts composed of a maximum of 5 members chosen among directors, journalists, cinema experts and personalities from the world of culture and Human Rights. The selection of the Jury members will be made public through various communication channels (press, internet media, radio...).
The Jury will award a prize to the competition sections HUMAN RIGHTS DOC, HUMAN RIGHTS SHORT and HUMAN RIGHTS YOUTH to the works that will be considered the winners.
For the CIAK MigrACTION section, a jury composed of representatives of “Dedalus” Social Cooperative and members of the Board of the Human Rights Film Festival of Naples will award a special prize to the film which will be deemed most deserving for having interpreted the most authentic sense of the narrative of migrations and the value of the youth migration component in European society.
The Internal Selection Committee will assign a Special Mention named in memory of Vittorio Arrigoni and Juliano Mer Khamis to the work that, with courage, passion and independence, will bring to light marginal situations and marginal stories capable of outlining unusual experiences in the struggle for a modern civil activism, also through the use of communication methods and experimental forms of language.
In collaboration with the Festival partners (universities, schools, associations, organizations, etc.), a Jury will be formed with the task of assigning a Special Mention ("Platea Diffusa") to a work among those in competition in the Human Rights Doc and Human Rights Short sections.
A Youth Jury will be established with the task of assigning a Special Mention to one of the films competing in the Human Rights Youth section.
Finally, an internal selection committee will assign a Special Mention ("Human Rights on its Knees") to the work that best recounts the compression of Fundamental Rights in the period of the pandemic crisis linked to the spread of the virus Covid 19.
The winning films of the sections "Human Rights Doc", "Human Rights Short" and "CIAK MigrACTION" will be awarded the opportunity to participate, even out of competition, in one of the Festivals linked to the Naples Human Rights Film Festival and a cash prize of 500 euros, in order to contribute to the diffusion of the works in some of the most notable contexts of Human Rights Cinema.
The winning films and films which receive a Special Mention Arrigoni Mer-Khamis, the mention of the Popular Jury or the Special Mention of the Young Jury will be offered the promotion within the framework of the Human Rights Film Network and the Network of the Suspended Coffee Festival after presentation by the authors of suitable copies with subtitles in English or Italian, as well as in the cinema and activism circuits of the Naples Human Rights Film Festival.
Art. 6 – Screenings out of competition
The commission of experts will be able to identify works to be screened out of competition in particular contexts such as prisons, schools, universities and other cultural aggregation centers during the XII edition of the Naples Human Rights Film Festival, in the context of special events aimed at training the public and to promote and disseminate the cinematographic and audiovisual culture on human rights.
Art. 7 - Clauses
The authors and producers implicitly authorize, upon registration, the use and dissemination of 90 seconds of their work for the promotion of the Festival. Admission to the Festival implies the transfer, without a counterpart, of the reproduction rights of photography or extracts from the film for a maximum duration of 3 minutes, intended for the promotion of the Festival through the press, television and the Web.
By registering for the Human Rights Cinema Festival in Naples, every single author, producer or distributor will be responsible for the content of the submitted works, declaring that they have fulfilled all copyrights to third parties and will grant explicit authorization to use them.
The subscriber is responsible for the truthfulness of the data contained which, in the event of selection, will be used in the Festival’s promotional and communication materials (catalogue, website, press releases, etc.)

In case of disputes, the Court of Naples will have jurisdiction.
Personal data will be processed according to the provisions of law 12/31/1996 No. 675 and subsequent amendments and additions.
