REGULATION 2020
1. OBJECTIVES
The 10th FICEE - International Festival of Educational and Spiritual Cinema of Ciudad Rodrigo, aims to disseminate the educational, social and spiritual cinema that is made throughout the world.
The theme of the festival will therefore be educational, social and values; including all those films that favor child development in all its aspects. Value films that deal with the issue of human rights, as well as intercultural dialogue. The films of ethnographic theme, social denunciation or commitment to the development of the culture of Peace will also be accommodated. Regarding the spiritual theme, this is a very broad section where religious and / or spiritual cinema films will be accommodated regardless of the confession and creed of the film and its authors.

2. SECTIONS
The Festival will consist of the following sections::
A. OFFICIAL SECTION
Feature films and short films may participate in the fiction, documentary or animation modalities produced after January 1, 2018 of any nationality.
Films with a minimum duration of 60’ will be considered as a feature, including credits.
Movies with a maximum duration of 20' will be considered short films, including credits.
In the documentary section they can choose documentary films with a maximum duration of 100’ including credits.
The 10th Edition of FICEE will have preference for works not previously exhibited but will admit in the Official Section films that have been commercially exhibited or have been presented at any other festival.
Movies that have already been presented in a previous edition of FICEE will not be accepted.
B. NO- OFFICIAL SECTION
Feature films and short films may be shown in the fiction, documentary or animation modalities produced after January 1st, 2018 that the organization deems appropriate for its theme within the parallel programming that the festival can perform
Movies that have already been presented in a previous edition of FICEE will not be accepted.
3. VERSIONS
All the films participating in the different sections will be presented in original version and those whose original language is not Spanish, MUST INCLUDE SUBTITLES IN SPANISH, EVEN FOR SELECTION COPIES.
4. REGISTRATION AND DOCUMENTATION
Registration forms must be completed through the festival website (www.ficee.es) prior to May 1, 2020 in all categories.
DIRECT REGISTRATION THROUGH THE FESTIVAL WEB.
Three periods of movie presentation time are established:
I) FIRST PERIOD, from January 10th, 2020 to February 29th, 2020: Registration will be FREE
II) SECOND PERIOD, from March 1st, 2020 to March 31st, 2020: To complete the registration you must pay the amount of 4€ for registration.
III) THIRD PERIOD, from April 1st, 2020 to May 1st, 2020: To complete the registration you must pay the amount of 10€ for registration.
The registration payment will be made by bank transfer indicating in the concept: Registration of the film “…….” In the 10th FICEE; The title of the film as well as that of the person and / or producer who enters the work must be clearly reflected. The account number is as follows:

B. REGISTRATION BY DIGITAL PLATFORMS
They may register through FilmFreeway platform prior to May 1, 2020. The periods and prices of the fees will be the same as described above.
THE REGISTRATION OF FILMS BY ANY OF THESE PLATFORMS IMPLIES THE ACCEPTANCE OF THE PRESENT BASES.
C. SHIPPING METHODS
Films may be presented to FICEE in two ways:
I) Online, by download or viewing link for all those who have registered through the FilmFreeway platform or directly through the Festival website www.ficee.es
II) By postal mail to the headquarters of the FESTIVAL:

D. MATERIAL TO BE SENT
The following documentation must be sent to the Festival offices before the date indicated:
I) Full copy of the movie in its final version on DVD PAL ZONE 2 support, data DVD with the movie file in .MP4 or .MOV or download link of the movie in digital format in any case with Spanish subtitles in the case that your original language is not this language.
II) Registration form duly completed and signed
III) Three photographs on digital media with a minimum resolution of 300 dpi of movie scenes.
IV) Synopsis of the film (maximum 8 lines).
V) Director's bio-filmography.
VI) It is necessary and obligatory to be able to be selected in any of the sections of the Festival, that all the fields of the registration form are completed and that the documentation required in the previous points be delivered within the established deadlines. Otherwise, movies may be excluded from the selection process.
VII) DVDs sent for pre-selection will not be returned unless expressly requested within one month from the end of the Festival.
SHIPPING AND RETURN EXPENSES WILL NOT RUN IN ANY CASE ON THE ACCOUNT OF THE FICEE ORGANIZATION.
E. REGISTRATIONS SHOULD BE ADJUSTED TO THE FOLLOWING DEADLINES:
I) For selection, submit before May 1st, 2020: Archive, DVD, or Bluray, Technical-Artistic file, Film photographs and director. It is mandatory to send the REGISTRATION SHEET, duly completed and signed, either physically or digitally.
II) Once selected, submit before October 12th, 2020: Projection copy (DVD, BLURAY, H264 FILE), Posters or Posters and advertising material, as well as excerpts from the film for promotion. Indicating clearly the title of the film, duration, footage, format and value of the copy to:FICEE, Festival Internacional De Cine Educativo y Espiritual

III) They must also send by email kinemasiete@gmail.com - info@kinemasiete.es the shipping information (title, dispatch date, shipping method, flight number and / or air knowledge number) depending on each case.
IV) In the event that the film sends it to us in digital format, they must provide us with the download link of the film in the highest possible quality, preferably in H264.
V) Languages and subtitles. Films whose VO is not Spanish must have subtitles in that language.
VI) The costs of sending the participating films to the Official Section, from the place of issue and vice versa, will be borne by the registrants. The Festival will never be responsible for the costs of sending other materials (posters, photographs, etc.).
VII) The copies will be sent if previously requested, once the Festival is over, to the address communicated in the corresponding section of the registration form unless the owner of the copy gives other written instructions before the screening date of his movie.
5. JURIES AND AWARDS
A. JURIES.
I) The Festival Management will designate the jurors of the Official Section, whose decisions will be final and must not be justified.
II) Members of the different categories may award a maximum of four prizes to the same film.
III) The jurors may grant special mentions together with the official prizes in each of the sections.
IV) Prizes of all categories may be declared void if the jury considers so.
V) The Audience Award, in all categories in which it is awarded, will be awarded to the film that obtains a higher average score based on the votes cast, provided the number of voters exceeds the minimum established for each one of the sections.
VI) The FICEE Directorate may be present, with voice but without vote, in the deliberations and communications of the various juries.
B. AWARDS
I) OFICIAL SECTION
An International Jury, formed by professionals from the film and culture sector, will award the following awards:
- 7Tau Award for Best Fiction Feature (from 60 ’)
- 7Tau Award for Best Fiction Short Film (up to 20 ’)
- 7Tau Award for Best Documentary
- 7Tau Award for Best Animated Film
- 7Tau Award for Best Management
- 7Tau Award for Best Interpretation
- 7Tau Award for Best Photography
- 7Tau Award for Best Editing
- 7Tau Award for Best Original Soundtrack
- Denis Rafter Special Award
- Roberto Báez Special Award for “Cinematographic Merit”
- Special Audience Award
- SIGNIS Spain Special Award. Prize awarded by a jury of the Association.
- Special Mention of the School Public
The statuettes will be delivered during the awards ceremony to be held on November 14, 2020 in Ciudad Rodrigo (Salamanca). In the event that the winners or their representatives can not go to receive the statuette, they can request to send it.
THE SHIPPING CHARGES OF THE FIGURES WILL NOT RUN IN ANY CASE ON THE ACCOUNT OF THE ORGANIZATION OF THE FICEE.
6. PROGRAMMING, EXHIBITION RIGHTS AND PROMOTIONAL MATERIAL
A. The Festival Organization will agree on the order and the date of exhibition of each film.
B. During the Festival, the Organization reserves the right to display the selected films in whatever public sessions it deems appropriate. In this regard, the producers will assign the rights for the public display of their films during the time of the Festival at no cost to it.
C. The films will become part of the festival's video library as long as the producer gives their consent and can be used for non-profit audiovisual broadcasting In any case, the Festival organization will communicate to the producers the use made of these copies and this will always be cultural and non-profit.
D. The producers and directors participating in the 10th Edition of FICEE authorize, by submitting their registration form, the use of one or more fragments of their film for dissemination as information material in any media.
7. ADDITIONAL PROVISIONS
A. Once a film has been selected by the Festival for any of the Sections, it cannot be withdrawn.
B. Payment requests and royalties will not be accepted for displaying any selected films at the festival.
C. These participation bases may be complemented or modified, prior to the start date of the 10th Edition of FICEE and prior communication to the interested parties, with whatever other annexes the Organization deems appropriate.
D. The registration of a film in competition of this 10th Edition of FICEE implies full acceptance and compliance with these Participation Rules and their possible annexes.
E. The interpretation of them will be the exclusive competence of the Festival Directorate. In case of doubt, the Spanish version of this Regulation is decisive.
8. KEY DATES:
A. For the selection: From January 10,th 2020 to May 1st, 2020
I) DVD-PAL ZONA 2 of the film or download link / online viewing subtitled in Spanish if your VO is in a language other than Spanish
II) Technical and artistic dossier.
III) Complete and signed Registration Form.
IV) Movie photos and director in digital format
B. Once selected: Before October 12th, 2020:
I) Copy for projection in any of the following formats subtitled in Spanish in case your VO is not Spanish:

REGLAMENTO 2020
1. OBJETIVOS
EL 10º FICEE - Festival Internacional de Cine Educativo y Espiritual de Ciudad Rodrigo, tiene como objetivo la divulgación del cine educativo, social y espiritual que se hace en todo el mundo.
La temática del festival por lo tanto será de índole educativa, social y de valores; incluyendo todas aquellas películas que favorezcan al desarrollo infantil en todas sus vertientes. Películas de valores que traten el tema de los derechos humanos, así como el diálogo intercultural. También tendrán cabida las películas de temática etnográfica, de denuncia social o de compromiso con el desarrollo de la cultura de la Paz. Respecto a la temática espiritual, este es un epígrafe muy amplio donde tendrán cabida películas de cine religioso y/ espiritual independientemente de la confesión y credo del film y de sus autores.

2. SECCIONES
El Festival constará de las siguientes secciones:
A. SECCIÓN OFICIAL
Podrán concurrir largometrajes y cortometrajes en las modalidades de ficción, documental o animación producidas después del 1 de enero de 2018 de cualquier nacionalidad.
Se considerará largometraje a las películas con una duración mínima de 60’ en adelante, incluyendo los créditos.
Se considerará cortometraje a las películas con una duración máxima de 20’ incluyendo los créditos.
En la sección documental podrán optar películas de documental con una duración máxima de 100’ incluyendo los créditos.
La 10ª Edición del FICEE tendrá preferencia por trabajos no exhibidos con anterioridad pero admitirá en la Sección Oficial películas que hayan sido exhibidas comercialmente o hayan sido presentadas en cualquier otro festival.
No se admitirán películas que ya se hayan presentado en alguna edición anterior del FICEE.
B. SECCIÓN NO OFICIAL
Podrán ser exhibidos largometrajes y cortometrajes en las modalidades de ficción, documental o animación producidas después del 1 de enero de 2018 que la organización estime oportunas por su temática dentro de la programación paralela que pueda realizar el festival.
No se admitirán películas que ya se hayan presentado en alguna edición anterior del FICEE.
3. VERSIONES
Todas las películas participantes en las distintas secciones se presentarán en versión original y aquellas cuya lengua original no sea el español, DEBERÁ INCLUIR SUBTÍTULOS EN ESPAÑOL, INCLUSO PARA LAS COPIAS DE SELECCIÓN.
4. INSCRIPCIONES Y DOCUMENTACIÓN
Los formularios de Inscripción deberán ser cumplimentados a través de la página web del festival (www.ficee.es) con anterioridad al 1 de mayo de 2020 en todas las categorías.
A. INSCRIPCIÓN DIRECTA A TRAVÉS DE LA WEB DEL FESTIVAL.
Se establecen tres periodos de tiempo de presentación de películas:
I) PRIMER PERIODO, del 10 de enero de 2020 al 29 de febrero de 2020: La inscripción será GRATUITA
II) SEGUNDO PERIODO, del 1 de marzo de 2020 al 31 de marzo de 2020: Para completar la inscripción deberá abonar la cantidad de 4 € en concepto de inscripción.
III) TERCER PERIODO, del 1 de abril de 2020 a 1 de mayo de 2020: Para completar la inscripción deberá abonar la cantidad de 10 € en concepto de inscripción.
El pago de la inscripción se realizará por transferencia bancaria indicando en el concepto: Inscripción de la película “…….” en el 10º FICEE; Debe quedar reflejado claramente el título de la película así como el de la persona y/o productora que inscribe la obra. En número de cuenta es el siguiente:

B. INSCRIPCIÓN MEDIANTE PLATAFORMAS DIGITALES
Podrán inscribirse a través de las plataforma FilmFreeway con anterioridad al 1 de mayo de 2020. Los periodos y precios de las tasas serán los mismos que se han descrito anteriormente.
LA INSCRICPCION DE PELÍCULAS POR CULAQUIERA DE ESTAS PLATAFORMAS IMPLICA LA ACEPTACIÓN DE LAS PRESENTES BASES.
C. MODALIDAES DE ENVÍO
Las películas podrán presentarse al FICEE de dos modos:
I) Online, mediante enlace de descarga o visionado para todas aquellas que se hayan inscrito a través de las plataforma FilmFreeway o directamente a través de la web del Festival www.ficee.es
II) Por correo postal a la sede del FESTIVAL:

D. MATERIAL DE ENVÍO
Deberá remitirse a las oficinas del Festival con anterioridad a la fecha indicada la siguiente documentación:
I) Copia íntegra de la película en su versión definitiva en soporte DVD PAL ZONA 2, DVD de datos con el archivo de la película en .MP4 o .MOV o enlace de descarga de la película en formato digital en cualquier caso con subtítulos en español en el caso que su lengua original no sea este idioma.
II) Boletín de inscripción debidamente cumplimentado y firmado
III) Tres fotografías en soporte digital con una resolución mínima de 300 dpi de escenas de la película.
IV) Sinopsis de la película (máximo 8 líneas).
V) Bio-filmografía del director.
VI) Es necesario y obligatorio para poder ser seleccionado en cualquiera de las secciones del Festival, que se completen todos los campos del formulario de inscripción y que se entregue en los plazos establecidos la documentación requerida en los puntos anteriores. En caso contrario, las películas podrán ser excluidas del proceso de selección.
VII) Los DVD’s enviados para la preselección no serán devueltos a menos que se solicite expresamente en el plazo de un mes a partir de la fecha de finalización del Festival.
LOS GASTOS DE ENVÍO Y DEVOLUCIÓN NO CORRERÁN EN NINGÚN CASO A CUENTA DE LA ORGANIZACIÓN DEL FICEE.
E. LAS INSCRIPCIONES, DEBERÁN AJUSTARSE A LOS SIGUIENTES PLAZOS:
I) Para selección, remitir antes del 1 de Mayo de 2020: Archivo, DVD, o Bluray, ficha Técnico-Artística, Fotografías de película y director. Es obligatorio el envío de la HOJA DE INSCRIPCIÓN, debidamente cumplimentada y firmada, bien físicamente o digitalizada.
II) Una vez seleccionadas, remitir antes del 12 de Octubre de 2020: Copia de proyección (DVD, BLURAY, ARCHIVO H264), Posters o Affiches y material publicitario, así como extractos de la película para promoción. Indicando claramente título del film, duración, metraje, formato y valor de la copia a:

III) Asimismo deberán enviar por correo electrónico kinemasiete@gmail.com - info@kinemasiete.es los datos del envío (título, fecha de despacho, forma de envío, nº de vuelo y/o nº de conocimiento aéreo) dependiendo de cada caso.
IV) En el caso de que la película nos la hagan llegar en formato digital deberán facilitarnos el enlace de descarga de la película en la mayor calidad posible, preferiblemente en H264.
V) Idiomas y subtítulos. Las películas cuya VO no sea el español deberán tener subtítulos en dicho idioma.
VI) Los gastos de envío de las películas participantes a la Sección Oficial, desde el lugar de expedición y viceversa, correrán a cargo de los inscriptores. El Festival nunca se hará cargo de los gastos derivados del envío de otros materiales (posters, fotografías, etc.).
VII) Las copias se remitirán si previamente se ha solicitado, una vez finalizado el Festival, a la dirección comunicada en el apartado correspondiente de la hoja de inscripción a menos que el propietario de la copia dé otras indicaciones por escrito antes de la fecha de proyección de su película.
5. JURADOS Y PREMIOS
A. JURADOS
I) La Dirección del Festival designará a los jurados de la Sección Oficial, cuyas decisiones serán inapelables y no deberán ser justificadas.
II) Los miembros de las distintas categorías podrán conceder como máximo cuatro premios a una misma película.
III) Los jurados podrán conceder junto con los premios oficiales menciones especiales en cada uno de los apartados.
IV) Los premios de todas las categorías podrán declararse desiertos si así lo considera el jurado.
V) El Premio del Público, en todas las categorías en que se otorgue, se concederá a la película que obtenga una mayor puntuación promediada en función de los votos emitidos, siempre y cuando el número de votantes sea superior al mínimo que se establezca para cada una de las secciones.
VI) La Dirección del FICEE podrá estar presente, con voz pero sin voto, en las deliberaciones y comunicaciones de los distintos jurados.
B. PREMIOS
I) SECCIÓN OFICIAL
Un Jurado Internacional, formado por profesionales del sector cinematográfico y de la cultura, otorgará los siguientes premios:
- Premio 7Tau al Mejor Largometraje de ficción (a partir de 60’)
- Premio 7Tau al Mejor Cortometraje de ficción (hasta 20’)
- Premio 7Tau al Mejor Documental
- Premio 7Tau a la Mejor Película de Animación
- Premio 7Tau a la Mejor Dirección
- Premio 7Tau a la Mejor Interpretación
- Premio 7Tau a la Mejor Fotografía
- Premio 7Tau al Mejor Montaje
- Premio 7Tau a la Mejor Banda Sonora Original
- Premio Especial Denis Rafter
- Premio Especial Roberto Báez al “Mérito Cinematográfico”
- Premio Especial del Público
- Premio Especial SIGNIS España. Premio otorgado por un jurado propio de dicha Asociación.
- Mención Especial del Público Escolar
Las estatuillas se entregarán durante la gala de entrega de premios que se celebrará el día 14 de noviembre de 2020 en Ciudad Rodrigo (Salamanca). En el caso que los galardonados o representantes de los mismos no puedan acudir a recibir la estatuilla pueden solicitar el envío de la misma.
LOS GASTOS DE ENVÍO DE LAS ESTATUILLAS NO CORRERÁN EN NINGÚN CASO A CUENTA DE LA ORGANIZACIÓN DEL FICEE.
6. PROGRAMACIÓN, DERECHOS DE EXHIBICIÓN Y MATERIAL DE PROMOCIÓN
A. La Organización del Festival acordará el orden y la fecha de exhibición de cada película.
B. Durante la celebración del Festival, la Organización se reserva el derecho de exhibir las películas seleccionadas en cuantas sesiones públicas estime conveniente. A este respecto, las productoras cederán los derechos para la exhibición pública de sus películas durante el tiempo de celebración del Festival sin coste alguno para el mismo.
C. Las películas pasarán a formar parte de la videoteca del festival siempre que la productora dé su consentimiento y podrán ser destinadas a la difusión audiovisual sin ánimo de lucro. En cualquier caso, la organización del Festival comunicará a los productores el uso que se haga de estas copias y éste siempre será de carácter cultural y no lucrativo.
D. Las productoras y los directores participantes en la 10ª Edición del FICEE autorizan, al presentar su formulario de inscripción, la utilización de uno o varios fragmentos de su película para su difusión como material informativo en cualquier medio de comunicación.
7. DISPOSICIONES ADICIONALES
A. Una vez efectuada la selección de una película por el Festival para cualquiera de las Secciones, no podrá ser retirada.
B. No se admitirán solicitudes de pago ni regalías por exhibir en el festival ninguna película seleccionada.
C. Estas bases de participación podrán ser complementadas o modificadas, con anterioridad a la fecha de inicio de la 10ª Edición del FICEE y previa comunicación a las partes interesadas, con cuantos otros anexos estime oportunos la Organización.
D. La inscripción de una película a competición de esta 10ª Edición del FICEE supone la plena aceptación y cumplimiento de las presentes Bases de Participación y de sus posibles anexos.
E. La interpretación de las mismas será competencia exclusiva de la Dirección del Festival. En caso de duda, es decisiva la versión en español del presente Reglamento.
8. FECHAS CLAVE:
A. Para la selección: Del 10 de Enero de 2020 al 1 de Mayo de 2020
I) DVD-PAL ZONA 2 de la película o enlace de descarga/visionado online subtitulada en español si su VO es en otro idioma distinto al español
II) Dossier técnico y artístico.
III) Ficha de Inscripción completa y firmada.
IV) Fotos de película y director en formato digital
B. Una vez seleccionado: Antes del 12 de Octubre de 2020:
I) Copia para proyección en cualquiera de los siguientes formatos subtitulada al español en caso que su VO no sea español:
