About the festival

“Frame of Mind,” a platform for all sorts of Indie film, from shorts to documentaries, is launching as a weekly series on KERA television.
The shows are curated and produced by Bart Weiss, artistic director of the Video Association of Dallas and producer of “Frame of Mind” since 1995. (The show was created in 1991 by Suzanne Dooley and Marlis Schmidt.”

Frame of Mind is a co-production from Art&Seek and Video Association of Dallas. We are just thrilled to be able to give some shine to the thriving filmmaking community in Texas.

To address these unprecedented times the CFE for films made during lockdown has been extended

Terms and rules

Must be about Texas, filmed in Texas or have a Texas Director.

Welcome filmmakers! We encourage filmmakers to submit works from any genre. A Digital File is required for all films. If a film is accepted an electronic press kit with filmmaker bios, photo stills, plus, film trailers and release for is required.

Regular call for entries is closed, only accepting short films made in lockdown
We invite submissions in response to these COVID-19-based themes:

Community in isolation
Alone together
Before, during, and after
Identity, agency, and optimism in a pandemic
Human connection in a virtual world
Home
Caretaking
Empathy and imagination in challenging times

In order to be eligible films much satisfy one of the following criteria

1. Principally filmed in Texas
2. Are about the history and culture of the Texas
3. Key cast or crew (director, producer, screenwriter, actors) must be current residents of Texas.
4. About a major Texas figure

It is the sole responsibility of the Applicant to secure authorization and permission from the copyright owner(s) of any and all copyrighted content or materials included within the submitted Film. The Association and Station expressly disavows any responsibility for, and will not be held responsible for, any unauthorized inclusion of any copyrighted content or materials within or relating to the submitted Film, including any content or materials that are or may become the basis for any third party claims for copyright infringement. The festival reserves the right to disqualify, without refund of any or all submission fees previously collected from the Applicant, any Film with any unauthorized inclusion of copyrighted content or materials. In the event that any claim, dispute, action or proceeding shall be brought or asserted by any person or entity that alleges that the Film makes unauthorized or unlawful use of any copyrighted content or material, Applicant shall fully indemnify and defend the Festival and each of their representatives and affiliates from any liability in connection therewith and from any fees and expenses, including but not limited to attorneys’ fees, that any of them may incur in connection therewith.

The festival reserves the right to disqualify, without refund of any or all submission fees previously collected from the Applicant, any Film with any unauthorized inclusion of trademarked content or materials. In the event that any claim, dispute, action or proceeding shall be brought or asserted by any person or entity that alleges that the Film makes unauthorized or unlawful use of any trademarked content or material, Applicant shall fully indemnify and defend the Festival and each of their representatives and affiliates from any liability in connection therewith and from any fees and expenses, including but not limited to attorneys’ fees, that any of them may incur in connection therewith.

It is the sole responsibility of the Applicant to clear all content of the Film from any and all actual or potential legal claims and issues, including, without limitation, claims based upon theories of libel, defamation, invasion of privacy, violation of rights of publicity, theft of trade secrets, breach of confidence, breach of confidential relationship, and breach of express or implied contract (“Third Party Claim(s)”). The festival expressly disavows any responsibility for, and will not be held responsible for, any unauthorized inclusion of any content or materials within or relating to the submitted Film that are or may be the basis for any Third Party Claims based upon any of the foregoing legal theories or others. The festival reserves the right to disqualify, without refund of any or all submission fees previously collected from the Applicant, any Film that is or may become the subject of any Third Party Claims. In the event that any Third Party Claim(s) shall be asserted by any person or entity, Applicant shall fully indemnify and defend the Festival and each of their representatives and affiliates from any liability in connection therewith and from any and all fees and expenses, including but not limited to attorneys’ fees, that each of any of them may incur in connection therewith.

Films may be a maximum of 57 min of any genres, including features, documentaries, shorts, student films and experimental films and must meet one of the following standards:

5 min This year on Frame of Mind, we are asking all of you to create new short videos that express how you are feeling, how you are coping, and your thoughts on the virus. Times like this can inspire great creativity. Use your video camera, your phone, your computer, zoom, or whatever you have at hand. Create a song, a dance, document your life, journal, animate, use your cats, dogs, and or your family. Let your imagination soar in a way your body at this moment cannot.
